The company specializes in the complete systems, software for automated data acquisition, analysis and scheduling of networks of sensors. We work in the domains of Space Situational Awareness, Space Surveillance and Tracking, Space Traffic Management, stellar and planetary research, education, and commercial on-demand observations. 

About the role

We are looking for an experienced Head of Proposal Development & Offering who will take ownership of our proposal development activities and gradually become the owner of the proposal function within the company. 

This role combines proposal leadership with significant hands-on involvement throughout the proposal lifecycle. You will analyse tender documentation, coordinate multidisciplinary teams, shape proposal strategy and personally contribute to developing high-quality proposal documentation together with our engineers and technical experts. 

Unlike many proposal leadership roles, you won’t be managing a large bid department. Instead, you’ll work closely with engineering, commercial and project teams, ensuring every proposal is technically strong, commercially compelling and fully compliant with customer requirements.

In this role, you will:

Proposal Development & Ownership 

  • Take ownership of the complete proposal development process for ESA, EDF, EUSPA and other institutional opportunities.  
  • Analyze Invitations to Tender (ITTs), Statements of Work (SoWs) and procurement documentation to define proposal strategy, compliance requirements and submission approach.  
  • Develop proposal structure, coordinate proposal planning and drive proposal execution from opportunity qualification through submission.  
  • Personally draft, edit and integrate proposal content together with engineers, project managers and subject matter experts.  
  • Ensure the final proposal is technically coherent, persuasive, compliant, and submission-ready.  

 

Cross-functional Coordination 

  • Coordinate multidisciplinary proposal teams across engineering, commercial, finance, and project management.  
  • Manage proposal schedules, reviews, milestones, and submission deadlines.  
  • Coordinate consortium partners where required.  
  • Facilitate communication between all proposal contributors.  

 

 Proposal Excellence 

  • Continuously improve proposal quality, internal methodologies and proposal development processes.  
  • Develop reusable proposal assets, templates and knowledge libraries.  
  • Support the evolution of Sybilla’s proposal capability as the company continues to grow.  

 

Commercial Support 

  • Support Business Development during opportunity qualification and bid/no-bid decisions.  
  • Contribute to customer engagement and offering development.  
  • Help identify commercial risks and opportunities throughout the proposal lifecycle. 

 

What you bring (must‑have experience)

  • At least 5 years of experience preparing complex proposals, tenders or institutional offers.  
  • Experience with ESA, EDF, EUSPA, Horizon Europe or similar institutional procurement environments.  
  • Strong understanding of proposal development throughout the complete proposal lifecycle.  
  • Experience coordinating multidisciplinary proposal teams.  
  • Experience working closely with engineering and technical experts.  
  • Excellent written English and the ability to transform technical information into clear, persuasive proposal content.  
  • Strong organisational and stakeholder management skills.  
  • Ability to work independently and take ownership of complex proposal activities. 

Nice to Have

  • Engineering degree (MSc or PhD preferred). 
  • Experience working in the space, defence or deep-tech sectors. 
  • Experience in fast-paced, high-growth or scale-up environments. 
  • Genuine interest in the space industry and emerging space technologies.

Compensation

    • The compensation package will reflect your professional experience, qualifications and the anticipated seniority of the role. 
    • European Union: EUR 6,800 – 7,100 gross per month (employment contract) or EUR 53 – 55 net per hour (B2B), with the employment model determined on a case-by-case basis depending on local regulations and feasibility. 
    • Poland: 16,000– 23,000 PLN gross per month (employment contract) or 125 – 155 PLN net per hour (B2B). 
    • Please note that the final compensation package will depend on your professional experience, qualifications and overall fit for the role, and may be adjusted based on local market conditions and cost-of-living factors in each country.
